Weird. Your file worked just fine here.

BTW, don't try to open level1.dat from IPFilter *dialog* in KTorrent. It's completely a different thing...

when you say that "Your file worked just fine here. "
could you tell me what you did with it?
what actions did you take that made you say that it works. I would like to do the same.

I just placed it into my ~/.kde/share/apps/ktorrent folder. I actually replaced my own file with yours, started KTorrent and it was working properly.

Try placing it there, start KTorrent and send me your log file.

Loading plugin ipfilterplugin

IP 0.0.0.0 banned.
File limit allready at maximum
Data limit allready at maximum

--edit
I've took a look at some KTorrent screenshots.
The IPBlocking Filter looks like this

and not like this

So I don't have a "Select Filter File with IP Ranges in KTorrent Format" option.

My log file is pretty similar:

Sat Jun 30 15:02:31 2007: Bound to port 62873
Sat Jun 30 15:02:32 2007: Loading plugin infowidgetplugin
Sat Jun 30 15:02:32 2007: Loading plugin searchplugin
Sat Jun 30 15:02:32 2007: Loading plugin ipfilterplugin
Sat Jun 30 15:02:32 2007: Anti-p2p file not loaded.
Sat Jun 30 15:02:32 2007: Anti-P2P filter unloaded.
Sat Jun 30 15:02:32 2007: IP 0.0.0.0 banned.
Sat Jun 30 15:02:33 2007: Loading plugin partfileimportplugin
Sat Jun 30 15:02:33 2007: Starting minimized
Sat Jun 30 15:02:33 2007: File limit allready at maximum
Sat Jun 30 15:02:33 2007: Data limit allready at maximum

The level1 file gets downloaded just fine. When I try to convert it though, it just hangs and won't even get to 1%.

Hey, I think I may have just solved this problem. I downloaded the blocklist zip file manually (web browser) and extracted splist.txt manually to ~/.kde/share/apps/ktorrent

Then I loaded the IP Filter plugin in Ktorrent, and pointed it directly to splist.txt. When I clicked on Downalod / Convert, it did just that: Converted the file, loaded it, and reports it running.

I'm using Ubuntu Hardy. I suspect that Ktorrent may call an archive utility that is not present in some distributions that use Gnome?

That is possible on ubuntu there is a package you need, to get support for zip files in kde (something named kio-plugins)

I've been trying to download the file http://www.bluetack.co.uk/config/splist.zip, but it's invalid. I've tried opening it with multiple zip software programs, but it's a bad file. Does anyone know of a good location to get the latest splist.txt for the KTorrent IP Filter?

You just have to make an account and login there at the moment.
