High up speed / low down speed

I have read all sorts of guides, tried port forwarding, done as much as I could. I still have not found the cause :\

I have KTorrent installed on ubuntu, and as we speak Im downloading from a torrent with 88 (467) Leechers, 26 (131) Seeders. My up speed is 200KB/s, my down speed is 41 KB/s. This down speed, it might get up to 80 if going well but never much higher. Also, I have another torrent (naruto) that typically got me extremely fast download speeds, and atm is at 77.8KB/s. It seems I have an 80KB/s wall.

I wouldnt be worried about this normally, but what confuses me is that I used to run MEPIS, instead of ubuntu. It had KTorrent preinstalled, and I would get speeds as high as 700+KB/s. People have told me that torrents are very tempermental, but On average with mepis I would get a few hundred KB/s faster downloads then on Ubuntu. Also, my upload speed would be much slower than download (as I think it should be...? I wouldnt mind if they were both fast, but the upload is just terrible). Also, when I restrict upload to 20KB/s or something much slower to try and conserve bandwith, I simply get extremely slow downloads also.. (20KB/s max)

Whats the difference between an Ubuntu and MEPIS KTorrent setup.. that makes it so much faster?

The most recent I assume, Ive done updates whenever available..

The MEPIS version was also probably the most recent, but I had MEPIS installed a few weeks ago (when I torrented) so it may have updated since.

That was the ubuntu version, I dont know the MEPIS.
