"Only download when idle" plugin or feature

Does a ktorrent plugin exist that will make sure that ktorrent only uses bandwidth and cpu time when I have been idle for x minutes (like a screensaver)? That way, I don't have to press Stop All and Start All whenever I am leaving my computer or coming back to it.

The problem with this is, is how to figure out when you are idle.

Is there a way to base it off of the timer kde uses for its screensaver (although I would have no idea where to look).

That's not such a big problem, I think. Many applications (screensavers, SETI@Home etc.) use some sort of idle criteria. Just make it configurable. Some criteria could be:

1) CPU usage. Don't do anything unless cpu usage (current, average, whatever) is less than x.

2) User input. Don't do anything unless there have been no user input (mouse or keyboard) for x seconds

3) Network usage. Don't use bandwidth if something else is using a lot of bandwidth.

Probably, I need to look in the KDE screensaver code and see how they do this.
