KTorrent respects an IP TOS setting of 8 (maximize throughput) and correctly tags outgoing packets with that type of service, but when I set that preference to 2 (minimize monetary cost), KTorrent sends packets with TOS=0. I have my router set up to place MMC-typed packets in an even lower priority band than MT-typed packets, and I would appreciate if I could make KTorrent send packets tagged with TOS=2.
