I have the same or simular problems, with the 3.3.4 release of that one.

Don't see much wrong, is there anything in the mangle table dropping things ?

Also, you should be able to setup outgoing connections.

for all I can disable firewall. It wouldn't help.

For example I want to study how I must use that one.
I Opened uTorrent and anyway - I can get online help. link of uTorrent help system and found it here: http://en.wikibooks.org/wiki/Ktorrent, read and change the next settings:
port tcp 50500
port udp 50501
max connections per torrent 25
global connections 2500 (I release around 100 torrents)
max number connections setup: http://en.wikibooks.org/wiki/Ktorrent/configure < where is it? I made with a leap of faith: 20.
number of upload slots: 35

For example I can download torrent when a seeder is in 7-10 jumps (routers)

For example I take "another" torrent client and there's I hadn't that problem. with "not connection"

Exuse me if I'm speaking English not very much.
