Can some one confirm that Opensuse doesn't allow the DHT to work?

No this is correct, they had some advise to disable this. You can grab a package from the pacman repository to get DHT working.

Any idea what is the name of the package to enable the utilization of DHT function?
Why they disable it?

They have disabled it because some lawyers had advised this.
The package is a small packages you can installed just so DHT is enabled again. The name i do not know to be honest.
