So, will you link to it, such that we, the non-techies, can a) know it exists and b) edit it to bring it up to date, or do we leave it such that there is almost no documentation at all and the forums get hit with the same question again and again because someone new can't easily find the information they are looking for?

The Wiki can go well beyond an included help file, as it could provide ways people can find reliable answers to things like:

Howto: Install KTorrent 3.2 on KDE 3.5?

and things like "Where did my Status Bar go?" It's much easier for us, again the non-techies, to respond to a post by pointing a link to an existing solution. Which really should be in your best interest, as that would reduce your needs for redundantly answering forum posts.
