Is their a reference to the different ktorrentrc options that one can add to the ~/.kde/share/config/ktorrentrc. I'm looking for something related to the queue management.

All configuration parameters are specified in XML files with the .kcfg extension (libktcore/ktorrent.kcfg is the main one)

They will all end up in ktorrentrc when the values of the parameters are not equal to the default value.

I should be more specific. I am running ubuntu9.04 with ktorrent 3.2.1.

When I check for the .kcfg file for ktorrent I get nothing. Could this be called something else?

You need to look in the source code of ktorrent.
