With torrents (apparently from a certain group of trackers) incoming connections may start at a decent pace (say 20KiB/s), but they quickly wither and disappear entirely. In perhaps 2 or 3 seconds that 20KiB/s falls to <1KiB/s and then, in another second, it is gone.

I suspect this is an upstream issue but I don't know how to confirm it. Torrents from a few other sources seem to have no trouble running at a steady 200-300KiB/s.

How can I narrow this down? If it is a local issue, what might it be?
