From 4.0 settings I had 2 tabs opened - one for downloads and another for uploads. I now closed the uploads tab and "new tab" creates a tab showing all torrents. How can I get back tab for uploads only?

Open the group view (there is a button for that in the toolbar), and click on whatever group you want to show in the current tab.
