Should I see an open UDP port for the UDP tracker?

I'm trying to run down an issue where a tracker sees KTorrent as misconfigured. My current theory is that KTorrent isn't listening for UDP trackers. Both TCP and UDP trackers are set to 50500 but I only see the TCP listed:
ktorrent 26842 westlund 29u IPv4 277558 0t0 TCP XenMini.xensoft.com:50500 (LISTEN)
ktorrent 26842 westlund 35u IPv4 277965 0t0 TCP *:8080 (LISTEN)

I was running the latest version in FC13 (4.0.5), but I just built 4.1.0 from FC14 on my FC13 box, but I still don't see a UDP port open.

Is there something I need to check?

This makes no sense at all. You cannot listen for UDP trackers, you can only send UDP trackers a request, and hope they send back an answer.
