USCIS Forms not opening in Okular

Does anyone know if Okular will support USCIS forms?
here is an example form

Also if there is a development bug which exists please post a link

it's seems to be some type of encrypted document only readable by Adobe, I tried opening it in XP using 2 non-Adobe pdf readers (FoxIt and ???) and neither could open it. Suggest you dl and use Acrobat Reader

It does open here - but with a single page telling me to upgrade to the "latest version of Adobe Reader". It is probably using Javascript or something similar to check the version - as the following is printed to the console:

The document requires Javascript support that Okular does not have.
