When a pdf file is opened in Okular, we can see on the left panel its table of content. I wonder if we can edit the table of content directly? Note: A table of content is different from bookmarks in Okular. Thanks!

I'm afraid editing the table of contents would require PDF editing capabilities, which Okular does not have. Okular is intended as a document reader, rather than an editor.

Thanks! What applications running under Gnome or KDE can edit the table of contents? |

I'm afraid i've never had to edit a PDF on a Linux system - so i'm not aware which applications you could use. I haven't heard of any KDE or GNOME specific PDF editors though - due to the nature of such applications, they're likely going to be cross-desktop.

The table of contents is generated as hyperlinks from the 'Heading' styles. It is not a separate element in the document. For example, in Kile (or LyX or any other LaTeX editor), you use the hyperref package to generate hyperlinks; if you change the headings in a document, the table of contents will change because it is simply a set of hyperlinks to the headings.
However, you can only use hyperlinks for web-based PDFs or for digitally printed ones; PDFs intended for litho offset printing do not have hyperlinks in them. So these do not have a table of contents.
