are there plans to convert okular in an editor?

Some plan to convert okular in an editor equal to acrobat, foxit or PDF nitro.
In linux there is no pdf editor, only readers.

It would be excellent. ;D

No, it's out of the scope of the project. Anyone can use the okular API to view the documents in an editor specialized in one or many of the supported format.
