I have Okular 1.2.1 installed on my new installation of KDE_neon linux. It seems to work fine, but I cannot find any "Save" or "Save_As" command. There is a toolbar, but no standard menu bar with "File", "View" etc. There doesn't seem to be a Save or Save As icon in the choices in "configure toolbars" So.... If there is no standard menubar in this edition, where do I find "Save" or "Save As," and if there is supposed to be a menubar, how do I make it appear?

"Save As" is available in one of the two toolbars (okular_part), in addition to the File menu.

If the menu bar does not appear by default, it's likely a Neon bug.
Anyway, try Ctrl-M to reenable the menubar.
