Is there some way to place the toggle full-screen on the Annotation menu?

When I go into full screen mode, I still have the annotation menu visible which is handy when my convertible is in tablet mode to add annotations or draw on PDFs. But the only way to leave full screen mode is to flip it back into laptop mode where I can ESC back out, which is clunky and seems unneccessary.

Full screen toggle isn't available as a customizable button for the Annotation menu.

I would like to put the toggle button on the Annotation menu which remains visible in full screen mode so I can toggle back and forth without needing the keyboard. Is there some way to do this?
