Inter-page links do not work unless in Presentation Mode

HI, the interpage links will not work in any of the million pdfs I have opened, unless I am in presentation mode and I need not to be in that mode for many reasons. I can't find any setting to enable it. Is this how Okular is designed or can I get those links to work, I need access to the pdf's TOC and toolbars and host of other things, I rearely if ever use presentation mode. Really need this to work, there doesnt seem to be any other pdf viewers for Linux that are of any use. Ubuntu 20.04, Okular 21.12.3 Thank you.

I don't even know what interpage links are. Clearly it's something different than hyperlinks right?
