In Okular, why can't I activate the annotating toolbar

I've got Okular 0.10.5 and I can't activate the annotating toolbar by either selecting Tools > Review or pressing F6.

Also, how might I upgrade via the terminal?

what version of Kubuntu? I have 12.2 of Okular in KDE 4.6.3, if it's not in the backport repo you might need to upgrade Kubuntu to a later version.

I have both the poppler and poppler-tools packages installed, do you? No idea if the tools is needed for anointing but ....

if you open Okular in Konsole and proceed to try anointing do any errors show in Konsole? You might also try this using kdedbugdialog - unselect all except okular, open and test Okular and then check .xsession-errors to see if anything relevant appears
