"Contact your system administrator" kernel update

Hello everyone and happy new year: (sorry for my english.... again :< )

I just installed the new kernel that came out in the updates, and after the installation, when opening some config file .conf .log etc, it sends me the following message: Unable to write to the configuration file «/ home / * ******* / .config / katerc ».
Contact the administrator of your system.
I give him to accept and I will, I can even write and he asks me if I want to save the changes.
Then why does this message come to me?

I just updated the kernel in another of my pcs, this one with Linux Mint 18.3, and in this it does not give me any problem.

I installed Gedit and with this text editor everything is fine, I do not ask for permission or send me the message to contact the system administrator. Can it be a failure of Kate?

sudo chown -R user:user /home/user/.config/katerc

Apparently the file katerc had been put as the property of root and not the user, this command solves it ... but I will continue with gedit.
