Isn't tagging a photo on digikam supposed to be permanent?

Isn't tagging a photo on digikam supposed to be permanent--information placed within the photo file itself?
I tagged most of my photos and also rated them (stars). I also deleted some tags or renamed them.
I uninstall windows ver. 2.3 and install ver 2.5 and many of my tags are gone, the tags I had deleted are back and the ones I had renamed are back to their original name. Yes, I did click on the save button after all of my tagging or re-tagging so what happened to it? Shouldn't tagging exist no matter what software I use after it, including its own image properties?

The tagging is by default done only for digiKam database (sqlite3 file) but you can choose what information is stored to database and what to file metadate itself Settings > Configure digiKam > Metadata by default it might be that tags are stored to database only (?).

Remember that with RAW files it is experimental to write metadata to them.
