Where to being with localization?

Hey everyone, I'm a Spanish interpreter however I've been interested in translating for a while now. I was wondering how the process for localization works for the kde project so I could help contribute. I want to know more about:
[*] Open source tools that are used for localization
[*] The process to submit and review localization for software within kde
[*] Materials that will help me learn the nuances of translating I might not consider having never formally studied it (unlike interpreting). Example: Do's and Don'ts.

Would appreciate any help. I see this as a learning experience but also a practical task that is important for the kde project (also my own personal use as someone who likes to use my computer in spanish).

I realize there's probably a manual on this somewhere maybe, but I don't know where to find it. Was hoping someone could guide me. If there are paid positions available I'm certainly interested, but I realize budgets are thin and I want the experience mostly right now to get better at it.
