Very Old Annoying Bug!

Hello! First of all: Thank you for the best desktop on earth :)
Now to the problems:
I don't know about others, but russian localization is not complete in kde4.
When I try to make a new panel in ksysguard, and name it, all russian letters turns to something like that : ~@#$%$
But this is not worst!
When I try to open files stored in folders under russian names, I always have problem, kde says : no such file or folder, or shows empty document(kwrite)
I have problems with ark, kwrite, ksysguard, tried to compile with qmake, same problem, and there must be many more of them. I must rename folders and files to english before use them.
I remember, same problem was before, in kde3, but then developers fixed it.
And now old, annoying bug in kde4.
Please, fix it!!!

This sounds like a text encoding issue. Bugs can be reported at bugs.kde.org
