Shared event as ics file has wrong event date

I noticed this since a few months for all day events. The following ics content is sent with right click on an event/send as iCalendar file. The event should start on 20191019 as an all day event. When a recipient adds it from kmail, it always starts one day before. Has anyone else noticed this ? Should it be considered a bug and reported ? Thanks.
