a resize effect, that offers also non proportional scaling, could be of much benefit ...

This effect could have several presets that handle often used format conversions like 4:3 <-> 16:9, ...

In some situations (like TV recordings) there are some scanlines (teletext, caption channels) that has to be hidden when doing a PIP, for example.

So a way to crop this lines would be needed in addition, but I would prefer to have this in a separate crop effect, which offer more flexibility.

Maybe later we can combine several effects to a effect group that can be saved and recalled ...

I would also like to vote for this effect. Together with the crop effect its very helpful to make cuttings like in the series of 24 (Jack Bauer). Would be very happy if this and the crop effect could be in the next kdenlive version.
