I would like to have a looping background video to display text in the foreground. How can I do this? Just inserting the same clip multiple times (it's a short clip, only about 3 seconds), or can I set the clip to loop for a specific time?

Best method currently is probably to insert the same clip multiple times, then select them all by holding shift and dragging over the clips and copy/paste them.
