it seems I found a way to do deinterlace.

under settings menu, in manage project settings, create a project settings with progressive option enabled

under monitor menu, in deinterlace enable yadif temporal + spatial

under monitor menu, in interpolation, enable hiper/lanczos

click render, in the render dialog enable force progressive

if material is minidv widescreen you can rescale it to 854x480 (optional)

the results are great quality
