But I can't find how to enable the new timeline toolbar in 16.08 it talks about. Could someone point me in the right direction?

you can correct this by opening a terminal iand typing:

rm .local/share/kxmlgui5/kdenlive/kdenliveui.rc

this will reset the interface and make it appear...
