My profile shows hd 720 23 fps.

When watching a video clip, the video is shown with jerks.

After the project has been reset, jerks are saved.

The video itself is viewed normally in the video player.

The project profile is just the basic target for rendering. Important for your playback issues is the kind of project clips you are using. Are they full HD? To get the playback smoother, you may want to try proxy clips in your project settings. Maybe you have to create them mannually on your project clips after enabling proxy files in your project.

Is the framerate of 23 fps correct, it sounds completely unusual to me.
