Configure timeline to show thumbnails on all frames

Turning on show timeline thumbnails, it's only showing thumbnails for the first frame and the last frame. I seem to recall seeing frames throughout the video. Can someone tell me if there is a configuration option to activate this feature?

I have tried various zooms, all the way to the limit and still only see the first and last frames as thumbnails. In the frames in between are blank.

Seeing the thumbnails will help me be able to estimate the position of the segments for my cuts, of which I'll most likely be looking for focal points which will include 3 or 4 minutes of an hour long video.
