Rendering in Windows - null output in mp4 & webm formats

Hi I'm using KDEN 17.08.01 in Windows 8. I like what I am seeing so far.

I've been through the fixes for ffmpeg and melt issues - which seemed to work fine - and then have tried rendering, in mpeg, webm and a couple of other random formats. The render comes up each time as taking zero seconds and no file is created.

I've read the other related posts and the suggestion is to try build 17.08.2. But the links in those posts just give me an error message.

I am happy to give this a go and follow guidelines about directories etc in the other posts, but could you give me a working link to 17.08.2 please?

Also is there a guideline anywhere for a complete uninstall process for Windows, when I remove old version? I couldn't see any in the forums.

latest for windows is 17.08.2-2 (look ath the -2 at the end)

Thanks all - got it to make videos, now need to sort out monitoring issues.
