24fps video being rendered as 1k fps

When I change my project settings in Kdenlive to HD 1080p 24fps I expect the rendered video to also have 24fps. If I render the video using the WebM format setting the video renders as 1k fps. Running ffprobe shows a rendered video with these project settings as having 1k fps (you can test this by just making a colour clip video):

I'm not sure if this is a big deal but I can't determine if the rendered video truly is 24fps and I can't force rendering at 24fps even when adding fps=24 and r=24 to the parameters.
Using the MP4 setting seems to render videos at the correct frame rate.
