I saw posts on this problem dating back to 2012 and 2014. No answers for it back then either. I am at Version 17.04.3 on January 8, 2017. And this "Configure Tracks" Dialog Box is STILL greyed out, non-functional. Tracks cannot be moved up or down. Why? Why does this Dialog even exist if it is non-functional? Seems like a very useful tool. Seems like a very necessary function, too: to move tracks up or down.
