The title says it all, here are is an example of the issue on a 3840x2160 clip with a 720p project file:

Just a guess: Do you have enabled the GPU acceleration? Hit CTRL+SHIFT+, -> playback -> uncheck use GPU.
In the timeline -> top left icon: set it from High-Quality to normal or none and try again.

Same issue with or without GPU acceleration.
Same issue with none, preview, or high-quality modes.

Just saw that you have 4K clips. Kdenlive has to re-size each clip to make a pre-view!
Easiest way: work with proxy.
