For videos with that complex keyframing needs, I would personally use Natron http://natrongithub.github.io/ to animate and kdenlive to edit and render the final video with the voice-over. You can animate in an iterative way, for example, you animate a character, the background independently, and then you can also animate the scene altogether (like a camera view) without affecting the individual animations.
