Effect categories Misc and Motion missing in v19 Windows?

Yesterday I was searching for Freeze effect in v19 and I couldn't find it. When I entered f (for freeze) in search then the categories Misc and Motion appear.
I also realized freeze effect sometimes shows broken image (random colors) and also causing crashes.

Change to the icon search (magnifier icon) and try again.
