Ability to use transitions without underlying tracks.

Suggestion:
It would be great if transitions did not forcibly require an underlying track to work.

Unlike effects, transitions such as “Wipe” require an underlying track for them to be enabled.

If there is no track underlying, the transition will not be displayed.
