So on all the tutorials for adding video tracks and all that, it shows the option to be under "Timeline." But it's not. I've looked everywhere I can think of, but I cant find out how to add video and audio tracks. Any help?

Using kdenlive 20.08.2 under Windows, the menu entry is in Timeline > Tracks > Insert Track. Alternatively you can just right-click anywhere in the tracks sidebar and select Insert Track.
