I have to sync an externally captured audio track with a video audio track. On Openshot you can move a clip one frame left or right using keyboard shortcut. How can I move an audio track left or right without using the mouse which doesn't give me the control I need.

I normally use, right click "Edit duration" and modify the position.
Alternatively (I don't use that), press [Home] when a clip is selected. Then use [left]/[right] key to move the cursor off one frame. Now you can move the clip and it will snap to the cursor.

You can also zoom in until the playhead line become more of an area. Then you can move the clip(s) with the mouse and one-frame-precision
