Using Windows 10, of all of the 21.x and I think the most recent 20.x version, I can no longer create proxy clips. I get an error that says, "Device creation failed: -12.\Failed to set value 'vaapi=vaapi0:,connection_type=x11' for option 'init_hw_device': Cannot allocate memory\Error parsing global options: Cannot allocate memory"

I haven't seen this in the bug tracker, but I'd like to be able to know if I'm misconfigured before I report it. Is anyone else having this issue?
