I don't know where to put a screenshot, so I will try to describe: Each track in the timeline has an identifier (also lithts up when track is active) like "V1" or A1". Next to that there is a icon looking like a torch or wand - what is that? it is never active, always greyed out, and has no tooltip, and is not mentioned in any documentation I can find. So what is it?

Well, a nice thing with open source software is that you can look in the source for answers :)
The code for the track header have the answer: It is a button to enable/disable track effects, and yes, it is enabled if you add effects to a track, and they can then be toggled on and off using that button. Like the other buttons, it shows if it is on by having a pressed button look, so if it is not greyed out, that indicates that track effects exist. Embarrasing that I didn't notice, since I do use track effects in some cases ...

The button is synced with the eye icon on the effects stack header for the track (and vice verca).
I have filed a bug to add tooltips: https://bugs.kde.org/show_bug.cgi?id=440218
