I would like to create a progressive slow-down (or speeding up) to a clip, down to a complete halt.
How can I do that ?

Unfortunately, this is not straightforward. You need to keyframe the speed of the clip or cut it into sections that get slower and slower. The freeze at the end is relatively easy: either you use the freeze effect or create a frame extract and move the extracted image to the timeline.
