Silence Detection & Video Time Compression Routine?

I want to know if there are any efforts underway or any tools/filters already developed for the following:

1) Automatic scanning of the audio track for sections showing rock-bottom silence that is longer than a specified time.
2) Automatic selection of these identified silences and an automatic routine using the cutting (RAZOR TOOL) for that identified section. (With specified allowable silence on both cuts so that the would be a slight silence left on each side once cut.
3) Automatic time compression of that identified cut silence using the "CHANGE SPEED" to reduce the time for both the silent audio and video selected.

I have been doing all this manually. If it could be automated, it would be an unbelievable editing time saver.

Thoughts please?
