Is there a way to create some kind of extension for konsole or other packages? I would like to implement functionality that allow you to send a text to all tabs in a window, but I would prefer not to change the codebase of whole konsole program

While you likely can't extend Konsole itself, you could use it's DBus interface to send a message to each session (tab) in turn.
