Short answer: Decibel is currently not being worked on

Longer answer: Decibel attempted to do a KDE API on top of Telepathy. Unforunately Telepathy changed its APIs and interface specs a lot, making following it painful at first, impossible in the long run.

As far as I understand there is a different approach now, i.e. using Qt and KDE bindings for Telepathy directly, moving the effort of keeping up with changes to the application developers.

Therefor it is more a question how much Telepatyh support each application has gained already. You could probably ask the the #kde-telepathy IRC channel (freenode network) if you are interested in details.
