Apply effect to selected area only

Is there a way to select a small area of the screen to apply an effect to just that area. Specifically my camera sometimes develops a stuck pixel. Applying the median filter will eliminate the pixel but applying it to the whole video causes it to become blurred. I am looking for a way to select a small circle or box on the screen as can be done in Gimp, and apply the median filter only to that area? The pixel stays in or near the same location all the time so motion tracking is not required.

you could try this sort of thing:
Put two copies of the clip on the time line one above the other.
Add the pixed fixing effect to the bottom one - it will have the effect over the whole clip.
But then you then add a rotoscoping effect to the top clip and draw the rotoscope arround the effected pixel. Add a composite transition between the two tracks and ...
the effect added should only appear through the rotoscoped section.

THANK YOU! That worked great. It appeared from what you directed me to in the manual that there is even a way to have the patch follow the bad pixel around rather than apply it to a larger area. Most of the problems occur when the camera is on a tripod and the dot remains in one place but when the camera is moving the dot moves around by a few pixels.

Is there a way to download the entire manual so that I can study it when I'm in places where I don't have an internet connection?

Unless the Kdenlive team offers something direct, i'm afraid the only solution would be to print each Userbase page in turn as a PDF and save those.
At one point we did have the book collection extension enabled on Userbase which could have facilitated this though.
