I have 0.7.7 on Fedora14 and 0.7.9(SVN) on OpenSuse11.2 both run very much OK.

But: on both bluescreen and transparency-effects do not show any visible effect. Even with insane settings they change *nothing* in the visible picture.

Do I miss something? Do I need to rebuild MLT and check for some modules to be honored?

IN transitions blending/transparency works as expected...

to get bluescreen effect work you need to add a composite transition to your clips.
