long video with time-lapse regions

hi,

beeing new to video editing i'd like to create a me-sleeping-fat-cat-toturing-me-in-the-morning-for-getting-up video.
the video should time-lapse when nothing happens and fall back to real time when some action occurs.

as i understand it i have to (virtually) cut the video into episodes and apply the time lapse effect to the fragments i select for this effect - there is no option to just load the stream as one clip and apply the effect to just regions of the video, right?

also id like to automate the action-finding process (like in automated observation cameras) because some mean attacks (the groin jump!) only last a few seconds. is there an option to analyze the video for movement and automatically set some markers on points of interest?
