I too would need it from time to time that I could move the position of a track, up or down. Moving the content, the clips is not safe, because the position in the timeline could shift accidentally.
My question: Is it possible to move the tracks in the meantime? Unfortunately I have not found a function for this.

in 22.04.3, the track is not movable. Here are two tricks:
1. inserting a new track under the current track means your track is upper one level
2. toggle on Snap if necessary, multiple select clips and effects and drag them to the target track.

We can manage the amount of the tracks on the timeline so why do we need to move an specific track.
I agree... It's a bit more easy just move the track, but we don't have this feature and still possible to keep everything in the way we want.
