I have tried searching for something, I found nothing but some pricey packs with short clips that can be affined over the video to create a similar look, but without the actual distortion of the image...

The video you link to actually uses several variations of what you call a glitch effect. Overall, to the best of my knowledge there is no simple Kdenlive (or MLT) effect or transitions that offers such an effect ready-to-use. However, from Kdenlive's toolbox you should be able to create similar effects, it's probably crucial to focus on keyframe-able effects. MLT provides several distortion effects. Also, the affine transition may be helpful in producing the vsync and zoom glitch effect. Also throw in some color noise effect (mix in a separate track) and temporary desaturation. Also, throw in the old crt tv line effect (don't remember it's name, but MLT should have it).

Have fun experimenting and making your very own glitch effect. It's some work, but well worth, as it's your very own style, not some precooked and boring iEffect.
