I've forgotten a step

Hi,
I've been making my videos look old (think Lumiere Brothers or Edison). But I haven’t done the effect in a while and have forgotten how to resize my videos. What I used to do is;
1) Import my clip
2) Go to clip properties, Advanced, Force Frame Rate, set to 12 or 16 depending on the look I want.
3) Drag the clip on to the time line
4)Select Pan and Zoom, resize the clip down to 970 x 720, or 1440 x 1080 depending on the size of the original.
5) I then render it to mp4 and click the resize button to 970 x 720 or 1440 x 1080 depending on the size I want.

When the video comes out it is still a 16:9 ratio on any device I play it on but the clip properties say it's 970 x 720 or 1440 x 1080. Also the frame rate doesn’t change from the original 30 or 24 fps. Any other effect I use (grey scale grain ect ) render fine into the finished clip. I've used this method before and it turned out fine, a 4:3 ratio clip at 12 or 16 fps. But I can't recreate the the frame rate or the pan and zoom. Can anyone tell me what I could be missing.
